W-Trans completed a study evaluating the feasibility of implementing diagonal parking on a one-way couplet system in downtown Chico near Chico State University. The potential parking modifications required reducing the travelway from three to two lanes in each direction. The operational analysis included a review of traffic signal timing along with the impacts on pedestrian and bicycle activity, as well as on commercial loading and unloading activities. The SYNCHRO software application was used to evaluate operation with existing and proposed geometrics and parking conditions as well as to optimize traffic signal timing. W-Trans determined that by optimizing the signal cycle length, the level of service of the street would improve despite the loss of a travel lane. Recommendations were also provided for further signal modifications to improve operation as well as pedestrian related improvements.
