W-Trans completed the circulation and parking components of the Downtown Station Area Specific Plan for the City of Santa Rosa. The parking analysis included evaluation of the future parking demand in a downtown environment that is envisioned to experience significant residential growth and an emphasis on Transit-Oriented Development (TOD), and relied on state-of-the-practice shared parking methodologies to determine how the future parking supply can most efficiently meet demand while still remaining transit-supportive. Based on the results of the analysis, W-Trans determined an appropriate set of reduced parking ratio requirements for the Station Area that were ultimately incorporated into the Specific Plan. W-Trans incorporated additional progressive parking policies into the Plan including provisions for developers to “unbundle” parking, potential establishment of parking “cash-out” and transit incentive programs, and policies that incentivize construction of shared parking facilities at larger private development projects. The Plan received the 2008 Focused Issue Planning Merit Award from the Northern Section of the California Chapter of the American Planning Association.
