The Sonoma County Transportation Authority’s (SCTA) Countywide Bicycle and Pedestrian Master Plan (2008) was the first coordinated effort for the region and included the development of a countywide bicycle and pedestrian plan as well as individual plans for seven participating jurisdictions. Key efforts included the development of a unified vision, goal, and objectives, an inventory of existing conditions, a needs assessment, development of a ‘primary bikeway network’ along with local routes and projects, a central GIS database and project mapping, extensive public outreach, development of public papers on the benefits of walking and bicycling, and strategies for implementation of the Plan’s projects and programs.
